What do you get when you have School Board Elections, Government Unions, Union Bargaining, Employees from 6 School Districts, 6 School Board Members, 6 Superintendents, the PTO, Illinois Pension Fund Employee, Illinois Education Association Employee, 3 Teacher Union Presidents and Money????
Corruption & Lies or Just Plain Arrogance or Both?
What appears to be Corruption found by private citizen using the Freedom of Information Act!

The corruption we are talking about has to do with Government Unions and stealing from the children and the tax payer! Where do you find this corruption involving organized labor? Not in a big city but in many small farm town communities infiltrating and controlling elementary school boards. Remember the District 46 School Board President who was also a Teacher Union President in District 30? Well the story continues leading up to the April 5th School Board elections.
"Don't let them turn us in" is just the beginning as you begin to go through these emails sent out from Tax Payer funded e-mail accounts during work hours from over 200 emails which were acquired through the use of the Freedom of Information Act.
Using Public Resources is against the law to campain or fund raise!
After learning 3 of the School Board challengers were linked onto a tea party website, School Board President and Candidate Mary Garcia sent this out,
Feb 23rd "I think that all members of both Unions should be apprised of this information... There will be no collective bargaining with those 3 on the board. I am very afraid that Sue and I will not have the funds necessary to fight a party."
This was sent to D46 Superintendant Ellen Correll, Assistant Superintendent Lynn Barkley, Union Leaders Christine Wilson and Diane Elfering, and a fellow candidate and Board Member Sue Facklam. This as are almost all of the emails were sent from Mary Garcia's D30 Public School email account where she is also Teacher Union President.
It is a felony to offer remuneration, bribe, etc. to anyone for voting or registering to vote!
In yet another email D46 School Board Member and Candidate Sue Facklam, a voter registrar, writes to Mary Garcia:
March 2nd "Don't let them turn us in; gifts to register to vote is probably illegal! I did offer Erika(18 year old) more gift cards if she can gather up more friends!"
More sketchy emails from Garcia and Facklam's campaign manager, Alex Finke, and Facklam reveal possible State Board of Election Law violations and has been reported!
Mar 7th to Sue Facklam: "Anything you spend counts towards the 1999.99 that you and Mary would be allowed to spend. The only way around it, would be to lie and pay me cash. Then I could claim that I am volunteering for you."
As custodians of federal and state education funds, Superintendents are prohibited by law from participating in political activity of any kind!
D46 Superintendent Ellen Correll, who receives a compensation package worth over $200,000 per year to educate students, evidently spent quite a bit of her compensated time on election activities:

This is just an example of some of the blatant and arrogant missues of tax dollars virtually stealing the education of our children to prop up Government Union Candidates and control School Boards willingness to collective bargain! All 3 candidates, Kip, Marcell, and Shannon are all endorsed on the LAKE COUNTY TEA PARTY PAGE. I think that all members of both Unions should be apprised of this information. While I recognize that every candidate has a right to hold a forum for campaign purposes, I was under the impression, based on Mary's comments, that the incumbents were unable to schedule one. (From the Triblocal: " Garcia said. The board and District 46 administration can't schedule a candidate forum" .). I then found out that the two of you, the President and Vice President of the School Board, the incumbents, not only scheduled a forum, but then solicited (directly or indirectly) and used the PTO from one school to send out notification of this forum. (*See below email forwarded to me as proof of the communications sent out by the PTO). If a PTO was used to notify parents/taxpayers/staff in the community, then why weren't all of the candidates informed or invited to partiCipate? Had the PTO not been used to do this, I would have no complaint. But they were, and they were used to further the agenda of only two candidates.
I was also informed that 3 board members were present at this forum: Sue Facklam, Mary Garcia, and Karen Weinert. I was told that Karen was working, but frequently participated in talking with the incumbents & constituents about current school issues and business. This is a direct violation of the Open Meeting Act. Furthermore, a candidate forum sponsored by the PTO, inviting all of the candidates to participate is in the process of being scheduled and each of you are not only aware of it, but have been included in those decisions. The PTO's have been very specific in asking that all candidates refrain from displaying or handing out campaign materials when the event is sponsored by them. And still, I hold in my hand, a copy of your campaign material handed out during your forum that was advertised by the PTO.
If I contacted IASB, or the ROE, or the State Attorney's Office, and they determine that at the very least, you have violated a code of conduct or ethics, who do you think suffers the greatest impact? Did it occur to either of you that in using the PTO to further your own agenda, you were putting them in a terrible position?
